A planned suburb with century-old pipe

Shaker Heights was built as a single composition. The Van Sweringen brothers laid out the streets, set the architectural rules, and ran the rapid transit lines out from downtown Cleveland, and the houses along Shaker Boulevard, in the Fernway and Mercer neighborhoods, and around the lakes went up between about 1912 and 1940. Beneath those houses the sewer laterals are vitrified clay in short lengths with mortar or tar joints, running from a cast-iron house drain through the foundation wall and out to the main. On some streets the sanitary main is in a rear easement rather than the street, so the lateral may leave the back of the house.

The south and east sections, Sussex, Lomond, and parts of Moreland, filled in during the 1940s and 1950s with smaller colonials and some ranches. Those laterals are still clay, with a chance of Orangeburg in the postwar builds. There is very little PVC in Shaker outside of infill houses and laterals replaced after a collapse.

Where the trouble comes from

The soil in Shaker Heights is glacial till over shale, with pockets of clay that hold water and a water table that rises near the Doan Brook valley and the lakes. The ground moves with the seasons, and a frost line near three feet lifts the first run outside the foundation every winter. After a hundred such winters the joints in a clay lateral are open, and the bells near the house are often cracked.

The trees are the defining issue here. Shaker was planted with oaks, elms, sycamores, and maples that are now among the largest street trees in the county, and their roots run far beyond the crown. For one cracked bell under the front walk in an otherwise sound run, a sectional point repair cured over that spot avoids both lining the full length and digging up the walk.

Permits, inspections, and the city's standards

Shaker Heights issues sewer and plumbing permits through its building department, and the city is particular about documentation. Expect the inspector to require the pre-lining and post-cure videos and, for a bursting job, a visit before the pits are backfilled. Any work in the tree lawn or street needs a right-of-way permit, and the city's tree protection rules apply to pits dug near a street tree. Shaker's sewage flows to the Northeast Ohio Regional Sewer District system, so district connection rules apply, including prohibitions on storm water in the sanitary lateral.

A fair test

Ask to see footage of the pipe on both sides of the proposed repair. If it is clean for the full run, a point repair is honest and economical. If it is not, ask why a full liner was not proposed.
